Ohio Election Law Changes Head to Governor

On one side: Republicans, repealing an elections-law overhaul they crafted last year and still defend as good legislation.

On the other side: Democrats, fighting the repeal even though they dislike the law so much that they and their allies worked to get it on the November ballot where it could be overturned.

Bill Would Ban Texting for Adults, All Handheld Devices for Teens

Ohio is one step closer to becoming the 38th state to ban texting while driving and the first to prevent its youngest drivers from talking or typing on any hand-held electronic device.

The bill says drivers younger than 18 cannot use any hand-held electronic device — such as cellphones, tablets and GPS direction-finders — and makes it a primary offense.

Proposal Would Require Ratings for Preschools

Thousands of poor youngsters start kindergarten unprepared to learn and behind their peers, delays that can cause them to struggle throughout their school years.

A proposal being considered by Ohio lawmakers aims to reduce those learning gaps by requiring all tax-funded preschool and childcare programs to participate in a rating system to help guide parents and ensure high standards.

Ohio Bill Could Begin the End to Landline Phones

A bill moving through the Ohio General Assembly would relieve phone companies from their responsibility to provide basic phone service for all residents even when unprofitable. Senate Bill 271 would allow companies to discontinue basic landline service beginning in 2013 if the area is deemed “competitive” by the Public Utilities Commission of Ohio.

Plan Calls for Seat Belts in Motorcoaches, but Not School Buses

New motorcoaches would for the first time be required to have lap-shoulder seat belts under a proposal announced Monday by Transportation Secretary Ray LaHood.

The plan affects large, tour-style buses, not city buses or school buses, which are state-regulated.
